Liverpool has active HMO controls in parts of the borough.
Indicative 5-person HMO licence fee: £985 · subject to change — verify against the council page.
Liverpool's Housing Design Guide draft SPD (Oct 2025, consultation closed 4 Dec 2025, adoption pending) sets unusually strict HMO standards: single bedroom ≥9.5 m² (national 6.51), double ≥13 m² (national 10.22), max room <37 m² to avoid C3 reclassification, room width ≥2.15 m (single) / 2.55 m (double). Critically: HMO clusters cannot exceed 6 people regardless of C4 vs sui generis — even larger HMOs (7-18 persons) must be physically broken into multiple ≤6-person clusters with separate communal areas. Combined kitchen-dining-living scales 25 → 31 m² for 3 → 6 persons. ≥19 bedrooms = co-living, not HMO. See docs/councils/liverpool.md.
Permitted development rights from C3 to C4 may be removed in specific areas of Liverpool. Check the council's Article 4 map against your target address.
HMOs smaller than 5 occupants may still require a licence under the additional licensing scheme, covering the entire council area.
Selective licensing requires all rented properties (including non-HMO) in designated areas to hold a licence. Verify the address sits inside or outside the designation.
Any HMO occupied by 5 or more people forming 2 or more households requires a mandatory HMO licence from the council. Fines for unlicensed operation can exceed £30,000.
Liverpool sets a council-specific minimum room size above the national HMO Mgmt Regs 2018 floor. Plans must meet the higher local standard.
These ratios are the council's expected baseline. Larger HMOs may need additional bathrooms and kitchen facilities — plan for at least one bathroom per 4–5 tenants in 6-bed schemes.
Council policy mandates either a dedicated living room (≥14 m² for 3-5 persons, ≥17 m² for 6+), OR a combined living space ≥25 m² (3-5) / ≥31 m² (6+). Upload your floor plan to verify your layout meets this.
