Liverpool's Housing Design Guide draft SPD (Oct 2025, consultation closed 4 Dec 2025, adoption pending) sets unusually strict HMO standards: single bedroom ≥9.5 m² (national 6.51), double ≥13 m² (national 10.22), max room <37 m² to avoid C3 reclassification, room width ≥2.15 m (single) / 2.55 m (double). Critically: HMO clusters cannot exceed 6 people regardless of C4 vs sui generis — even larger HMOs (7-18 persons) must be physically broken into multiple ≤6-person clusters with separate communal areas. Combined kitchen-dining-living scales 25 → 31 m² for 3 → 6 persons. ≥19 bedrooms = co-living, not HMO. See docs/councils/liverpool.md.
